Ambassador Chapuys was comfortable with sharing any and all versions of the truth that reached his ears.  According to the Spaniard, Henry was declared the lover of Mary Boleyn and her mother, Elizabeth; Anne was declared the King’s daughter; Elizabeth was declared Norris’s child; and, Protestantism was declared responsible for the loose morals which led to these scandals.  In fact, Chapuys reported to Bishop Grenville on May 19, 1536, that the religious leaders Anne promoted “persuaded the Concubine that she had no need to confess, she grew more audacious in vice; and, moreover, they persuaded her that according to the said sect it was lawful to seek aid elsewhere, even from her own relations, when her husband was not capable of satisfying her” (Gairdner X 909).  This was quite a condemnation to brandish about the international diplomatic community while encouraging the English peoples in the belief that “isolation and danger of England was all laid to her account” (Froude 386).

In this accusatory atmosphere, Henry turned his attentions completely toward Jane Seymour.  “She was not witty either, or brilliant; but she was modest, quiet, with a strong understanding and rectitude of principle” (Froude 441-442). These qualities appear to have been what attracted her to the King. “Jane seems to have had no enemies, except Alexander Aless [a Scottish Protestant divine who was on the fringe of the events of 1536] who denounced her to Luther as an enemy to the Gospel, probably because she extinguished the shining light of Anne Boleyn” (Pollard 347). There was “no sign that she herself sought so questionable an elevation. A powerful party in the State wished her to accept a position which could have few attractions, and she seems to have acquiesced without difficulty” (Froude 444).  For a more detailed account of Henry’s relationship with Jane at this juncture, see the blog entry Path to St. Peter ad Vincular Part VI-E.

Not surprisingly, Eustace Chapuys played both angles.  Although he did write to Charles V that Henry’s pursuit of Jane while Anne was still alive and imprisoned “sounds ill in the ears of the people” (Gairdner X 908).  He addressed Henry with great sympathy assuring the King that he had been blessed, as many “great and good men, even emperors and kings, have suffered from the arts of wicked women.”  The Ambassador felt it was “greatly to Henry’s credit that he detected and punished conspiracy before it came to light otherwise” (Gairdner X 1071).

The conspiracy was the adultery committed by Anne.  Surprisingly, Henry dissolved their marriage two days before her death, yet, executed her for adultery.  Why divorce her “when the sword divorced them absolutely” (Gairdner XI 41)? There never was an official reason for the divorce.  No mention was made of the cause for the dissolution of the marriage except that it was the “consequence of certain just and lawful impediments which, it was said, were unknown at the time of the union but had lately been confessed to the Archbishop by the lady herself” (Wriothesley 41).  Therefore, Anne’s reputation was further sullied.  The implication was that the Court did not know of the impediments to her marriage to Henry but she most certainly did and had gone through with it anyway.  Archbishop Cranmer urged Anne to face the marriage tribunal “that it might be for the salvation of their souls” (Wriothesley 40).

As mentioned in the blog entry,Path to St. Peter ad Vincula-Part VI-F, if Anne and Henry were never legally married then it is impossible that she could be tried and executed for adultery.  Yet, her reputation was such that stories such as these were given credence.

With such an attitude toward Anne, observers had their theories for the divorce.  As previously shown, Thomas Wriothesley, Earl of Southampton, believed it “was a privie contract approved that she had made to the Earle of Northumberlande afore the Kings tyme, and she was discharged, and never lawfull Queene of England” (Wriothesley 41).  Chapuys wrote to Charles V that he had “been informed that the said archbishop of Canterbury had pronounced the marriage of the King and of his mistress to have been unlawful and nul in consequence of the King himself having had connexion with Anne’s sister, and that both he and she being aware and well acquainted with such an impediment, the good faith of the parents could not possibly legitimize the daughter” (Gairdner X 54). “The statute declaring the Concubine’s daughter princess and lawful heir has been repealed, and she has been declared bastard” (Gairdner XI 41).   As an aside here, Henry never disowned Elizabeth, he believed her to be his daughter, and he simply wanted her declared illegitimate to ensure that any issue (meaning sons) from further marriages would be the legal heirs.

No official record emerged with an actual description for the impediment.  Did the Council members appeal to Parliament to trust their conclusions and pass the statute to end the marriage (which was done in June after Anne’s execution)?  Was Henry’s goal to illegitimate Elizabeth and ensure any children of successive unions the right to the throne?  Either a pre-contract or consanguinity would have proved effective for that purpose.  So even Anne’s divorce was cloaked in intrigue and the information presented with it was designed to throw further guilt and suspicion upon her.

“On the day of the execution, Henry the Eight put on white for mourning, as though he would have said, ‘I am innocent of this deed:’ and the next day was married to Jane Seymour” (Ellis 66).  Although his wearing white was corroborated in other sources, it appears as if Henry held off marrying Jane Seymour until the end of May although they were pledged on May 20, 1536. Imperial sources claimed that after hearing of Anne’s execution, Henry “entered his barge and went to the said Semel [Jane Seymour], whom he had lodged a mile from him, in a house by the river” (Gairdner X 926). Before Anne’s death many at Court knew there was “no doubt that he will take the said Semel to wife; and some think the agreements and promises already made” (Gairdner X 908). Archbishop Thomas Cranmer (who signed official documents from Lambeth as from Lamehithe by T. Cantuarien was listed as the source in this document as T. Cantuarien) delivered the official dispensation document on May 19, 1536, allowing “Henry VIII and Jane Seymour, to marry, although in the third and third degrees of affinity, without publication of banns” (Gairdner X 915).

Ambassador Chapuys wrote on May 20th to Cardinal Granvelle that he had been informed “that Mrs. Semel came secretly by river this morning to the King’s lodging, and that the promise and betrothal (desponsacion) was made at 9 o’clock” (Gairdner X 926). Chapuys knew that something was afoot as Henry had called for “Parliament to commence on the 8th proximo….” Chapuys held hope that “the Concubine’s little bastard will be excluded from the succession, and that the King will get himself requested by Parliament to marry” (Gairdner X 926).  Jane Seymour was Henry’s obvious choice despite his implying to foreign diplomats, especially Chapuys, that he would select a bride from the continent.  Chapuys did not fall for Henry’s pretense knowing that “to cover the affection he has for the said Semel he has lodged her seven miles hence in the house of the grand esquire, and says publicly that he has no desire in the world to get married again unless he is constrained by his subjects to do so” (Gairdner X 926).  The charade fooled no one. “The great concerns of nations are of more consequence to contemporary statesmen than the tragedies or comedies of royal households.  The great question of the hour was the alternative alliance with the Empire or with France” (Froude 403).  “To the Catholic she [Anne] was a diablesse, a tigress, the author of all the mischief which was befalling them and the realm.  By the prudent and the moderate she was almost equally disliked; the nation generally, and even Reformers like Cromwell and Cranmer, were Imperialist:  Anne Boleyn was passionately French” (Froude 385).  By marrying Jane Seymour, Henry put an end to the marriage machinations of the Empire and France.

On 30 May 1536, the “weke before Whitsontyde the kyng maryed lady Jane doughter to the right worshipfull sir John Seymour knight, whiche at Whitsontyde was openlye shewed as Queue. The viii. day of June the kyng held his high court of Parliament in the whiche Parliament the kynges two first manages, that is to say with the lady Katheryne, and with the lady Anne Bulleyn were both adjudged unlawful” (Hall 819).

Is Adultery Adultery If You Are Not Married?
Archbishop Thomas Cranmer visited Anne on May 16th.  Constable of the Tower Kingston reported to Cromwell “the King told me that my lord of Canterbury should be her confessor, and he was here today with her” (Gairdner X 890).  Others believed that Cranmer was not there to offer spiritual comfort but to offer a deal to Anne.  Proof of an offer could be in something Anne said that Kingston relayed to the Secretary.  He told Cromwell, “Thys daye at dynar the Quene sayd that she should go to anonre (a nunnery) and ys in hope of lyf” (Bell 103).  If Anne believed she was going to a nunnery, Cranmer must have assured her that if she agreed to an impediment to her marriage her life would be spared.  As events proved, she may have been offered life, but what she received was the more merciful death by sword instead of burning.

Henry, not satisfied with the vengeance of executing Anne, decided to annul his marriage to her and declare Elizabeth illegitimate.  Similar to his sudden recollection after 20 years of marriage to Katherine of Aragon of the impediment of her being his brother’s widow and thus against the teachings of Leviticus, Henry recalled a previous attachment of Anne’s to the Earl of Northumberland, then Lord Henry Percy. Northumberland was brought in for questioning.  He took an oath before two archbishops, that no contract or promise of marriage had existed between him and Anne.  He “received the sacrament upon it, before the duke of Norfolk and another of the privy council; and this solemn act he accompanied with the most solemn protestations of veracity” (Hume III 227).

So why does Anne confess to a pre-contract? Did she and Lord Percy promise to marry each other, per verba de futuro, which “the poor queen was either so ignorant, or so ill advised, as to be persuaded afterwards it was one; though it is certain that nothing but a contract, per verba de praesenti could be of any force to annul the subsequent marriage” (Burnet 263-264). Did she offer a “confession, into which she was frighted, or for some other reasons, tho’ not found upon record” (Smeeton 49).  Did she accept “some hopes of life that were given her, or at least she was wrought on by the assurances of mitigating that cruel part of her judgment of being burnt, into the milder part of the sentence, of having her head cut off” (Burnet 265).  Or had her imminent death “deprived her of all manner of mans, as well as all manner of desire to dispute the point” (Smeeton 49).

Archbishop Cranmer, in possession of the articles objecting to the validity of the marriage ,called for the King and Queen to “appear in his Ecclesiastical Court at Lambeth to show cause why a sentence of divorce should not be passed.  Dr. Sampson appeared for the King, and Drs. Weston and Barbour for the Queen, by the King’s appointment” (Wriothesley 40). The day after Cranmer met Anne, “sentence was pronounced by the archbishop of Canterbury of the nullity of the marriage between the King and Anne Boleyn, in the presence of Sir Thos. Audeley, chancellor, Charles duke of Suffolk, John earl of Oxford, and others, at Lambeth, 17 May 1536” (Gairdner X 896).  Thus we learn, “at a solomne court kept at Lambeth by the Lord Archbishoppe of Canterburie and the doctors  of the lawe, the King was divorsed from his wife Queene Anne, and there at the same cowrte was a privie contract approved that she had made to the Earle of Northumberlande afore the Kings tyme; and so she was discharged, and was never lawfull Queene of England, and there it was approved the same” (Wriothesley 41).   Most historians cite Anne’s admission to a pre-contract with Lord Percy as the grounds for the nullification of the marriage. (Which makes this blogger wonder why the Northumberland marriage was not dissolved as it would have been invalid also.) Others such as Pollard and Friedmann support Ambassador Chapuys claim that the marriage was “invalid on account of the King having had connection with her sister [Mary Boleyn]” (Gairdner X 909).

Regardless of which reason was the catalyst to the divorce, many historians offer a sympathetic bend to Cranmer and the nullification proclamation he had to produce.  Hume referred to him as “the afflicted primate” (Hume III 227).  Smeeton proclaimed Cranmer “could not avoid giving sentence” (Smeeton 49). As mentioned previously, Cranmer was a practical man and knew his survival depended on providing what Henry VIII wished, yet he was not alone in indulging the King. “These particulars are repeated in the act that passed in the next parliament, touching the succession to the crown…” (Burnet 265).  Henry’s children with Katherine and Anne were declared illegitimate and he was granted the right to “designate his heir by letters patent or by his will.  This enactment furnishes a striking proof of the King’s absolute power” (Butler 408).  The process in the “Ecclesiastical Court was submitted, after Anne’s death, to the members of the Convocation and the two Houses of Parliament; and the Church, Commons, and Lords, ratified it” (Wriothesley 41).  So “the meeting of Parliament (June 9, 1536), was found to be wholly subservient to the wishes of the King” (Butler 408-409).  Therefore, divorce from Anne Boleyn was not the only outcome Henry had aimed for; he had to have her dead. Anne discredited and dead would enable any successive marriages and offspring to be without taint. “He would have his bed free from all such pretensions, the better to draw on the following marriage” (Smeeton 48).  The new Parliament met and passed the act proclaiming the divorce between Henry and Anne and declared all previous issue as illegitimate.  “Moreover the act confirmed Anne Bullen’s sentence as being grounded upon very just causes and settled the crown after the king’s death upon the issue of queen Jane, or of any other queen whom he might afterwards marry” (Thoyras 424).  Henry certainly covered all the angles while maintaining an escape clause as well.

Knowing Anne could be flirtatious, indiscrete and open in her interactions with others, Henry accepted her guilt.  He ignored the rationale that he could “trust her innocence and had reason to be assured of it, since she had resisted his addresses near five years, till he legitimated them by marriage” (Burnet 319).  This man, who was previously so passionate toward his wife, not only cruelly executed her but besmirched her reputation and stained the childhood of his daughter with the question of her legitimacy. Rumors advanced to such a degree that Ambassador Chapuys wrote to Cardinal Granville “that the Concubine’s daughter was the bastard of Mr. Norris, and not the King’s daughter” (Gairdner X 909).  A Portuguese dispatch proclaimed that after Anne’s execution “the Council declared that the Queen’s daughter was the child of her brother and that she should be removed from her place” (Gairdner X 1107).

As mentioned in a previous blog, there were numerous political, religious and social reasons for Henry’s move against Anne.  There were also personal ones.  Henry was determined to marry Jane Seymour.  A divorced Anne would still be the Marchioness of Pembroke—wealthy with powerful allies.   Anne faced the reality.  Recognizing her death was imminent, she would have agreed to conditions Archbishop Cranmer presented to her.  Recognizing her daughter’s safety depended on her actions, she gratefully grasped the more merciful death by sword.  Recognizing Henry’s malice, she ignored the obvious issue:  If she were not legally married to Henry because of a pre-contract or affinity then there was no treason based on adultery.

Nicholas Sander was an English Catholic who in 1586 wrote The Rise and Growth of the Anglican Schism, (De Origine ac Progressu Schismatis Anglicani.)  For the purpose of this blog the materials relayed from his book will concentrate on Sander’s discussion of Anne Boleyn.  That he was not a supporter of Anne is an understatement. That he saw it as his duty to publish any-and-all anecdotes that reached him is also an understatement.  In an introduction to a later publication of Sander’s book (1877), editor, David Lewis wrote that Sander was not a “slave to his resentments and passions” and did no true harm to Anne’s reputation as many had already done as much (Sander XXVI).

“The French Ambassador did not spare her, and the king’s own sister, the duchess of Suffolk, is said to have uttered ‘opprobrious language’ against her.”  Lewis went on to report that “the Venetian Calendar of State Papers, edited by Mr. Rawdon Brown, is a contemporary account of Anne, not more flattering than that of Dr. Sander” (Sander XXV).

Mario Savorgnano, Venetian Ambassador to England, had many of his dispatches to the Doge and Senate compiled by historian Marnio Sanuto in Diaries.   Sanuto’s work covers the time-period of January 1496 to September 1533 in 58 volumes. Rawdon Brown used materials from these volumes in 1871 in his translations of the Calendar of State Papers Relating to English Affairs in the Archives of Venice.  Savorgnano, while praising King Henry VIII on August 25, 1531, lessened the commendation by declaring that one “thing detracts greatly from his merits, as there is now living with him a young woman of noble birth, though many say of bad character, whose will is law to him” (Brown August 1531 682)

Simon Grynaeus, a religious reformer from Basel, who, through Erasmus, had an introduction to Sir Thomas More, spent several months in England in late 1531.  Although he accepted the task to help Henry collect the opinions of the continental reformers on the divorce between Henry VIII and Katherine of Aragon, Grynaeus spoke of Anne “as a woman entitled to no respect” (Sander XXV).

Lodovico Falier, Venetian co-Ambassador to the Court of Henry VIII  from January 1528 until August 1531 wrote a summary report on 10 November 1531 which was presented to the Venetian rulers declaring that Queen Katherine of Aragon was “beloved by the islanders more than any Queen that ever reigned” (Brown November 1531 694).  Sander relayed a contemporary’s assessment of Anne. “Madam Anne is not one of the handsomest women in the world: she is of middling stature, swarthy complexion, long neck, wide mouth, bosom not much raised, and in fact has nothing but the English king’s great appetite and her eyes, which are black and beautiful. That is an account of Anne Boleyn in October 1532, when she was living ‘like a queen at Calais,’ accompanied by the king” (Sander XXV-XXVI).

The following is a story attributed by Sander only to the ‘French Ambassador in Venice’ who received this about the same time as Falier was giving his report. It is also relayed in Sanuto’s Diaries for the date 24 November, 1531 as reported by Brown in the Calendar of State Papers—Venice. “It is said that more than seven weeks ago a mob of from seven to eight thousand women of London went out of the town to seize Boleyn’s daughter, the sweetheart of the king of England, who was supping at a villa –in una casa di piacere—on a river; the king not being with her; and having received notice of this she escaped by crossing the river in a boat.  The women had intended to kill her, and amongst the mob were many men disguised as women; nor has any great demonstration been made about this, because it was a thing done by women” (Sander xxvii; Brown November 1531 701).

Even more tantalizing than the above story is the one concerning the birth of Anne Boleyn.  Lewis goes on quite a tirade concerning the work of William Rastall (Rastell), Life of Sir Thomas More.  It appeared to be used as an argument for the validity of Dr. Burnet’s (Gilbert Burnet was a 17th century Scottish theologian, respected historian, and Bishop of Salisbury) story of the birth of Anne Boleyn—more on that in a little bit.  Sander’s lengthy discourse caused me to spend way too much time investigating. As near as I can piece together, William Rastell did not write a book about his uncle Sir Thomas More (William’s mother was Sir Thomas’ sister) but printed the text of More’s own work, A dyaloge of Syr Thomas More knyghte: one of the counsayll of oure soverayne lorde the kyng & chauncellour of hys duchy of Lancaster…. William later edited it into More’s English Works.  John Rastell a printer and William’s father, and his subcontractor, Peter Treveris, had completed an initial printing in June 1529 (Devereux 153-155). Therefore, when Lewis pronounced, “Dr. Burnet was a bolder man” than Nicholas Sander and that Brunet “denies also that Rastell ever wrote a Life of Sir Thomas More” as to why his story “deserves to be read” I had to investigate (Sander xxvii).

“Were true,” writes Burnet, “very much might be drawn from it, both to disparage king Henry, who pretended conscience to annul his marriage for the nearness of affinity, and yet would after that marry his own daughter.  It leaves also a foul and lasting stain both on the memory of Anne Boleyn, and of her incomparable daughter, queen Elizabeth.  It also derogates so much from the first reformers, who had some kind of dependence on queen Anne Boleyn, that it seems to be of great importance, for directing the reader in the judgment he is to make of persons and things, to lay open the falsehood of this account.  It were sufficient for blasting it, that there is no proof pretended to be brought for any part of it, but a book of one Rastall, a judge, that was never seen by any other person than that writer.  The title of the book is ‘The Life of Sir Thomas More.’  There is great reason to think that Rastall never writ any such book; for it is most common for the lives of great authors to be prefixed to their works.  Now this Rastall published all More’s works in queen Mary’s reign, to which if he had written his life, it is likely he would have prefixed it.  No evidence, therefore, being given for his relation, either from record or letters, or the testimony of any person who was privy to the matter, the whole is to be looked on as a black forgery, devised on purpose to defame queen Elizabeth” (Sander xxviii).

The implication that Henry VIII had sired a daughter, Anne, by Elizabeth Howard Boleyn was the outgrowth of the steady rumor that Henry had intimate relations with Elizabeth. Henry addressed the gossip to Sir George Throgmorton saying, “Never with the mother” (Friedman 326).  This blog will relay the story via the work of Nicholas Sander relayed through Dr. Burnet and Nicholas Pocock.

Pocock, who wrote Records of the Reformation: The Divorce 1527-1533, was no fan of Sander’s work.  In later years he edited a volume and wrote extensively of Sander’s mistakes.  In a lengthy chapter titled, “An Appendix Concerning Some of the Errors and Falsehoods in Sanders’ Book of the English Schism,” Pocock referred to his predecessor as “so great a master, impudence, and falsehood are matter of fact” (Burnet and Pocock 615).

Henry VIII was determined to marry Anne Boleyn and he was concerned over Cannon Law which could prohibit the marriage due to consanguinity.  It was accepted that Henry had committed “intrigue with Mary Boleyn, the elder sister of Anne” (Pocock xxxviii).  Nicholas Sander would not hold to Henry VIII’s argument that he must divorce Catherine of Aragon due to consanguinity yet would marry Anne Boleyn “having at the same time knowledge that this very impediment subsisted against the marriage with Anne Boleyn” (Sander 95). According to Sander, Henry had confessed in “a letter to Pope Clement VII that he had committed adultery with Mary Boleyn, the sister of Anne” (Sander 98).  This would make Henry related to Anne by the first degree of consanguinity.  Sander chided Henry for his lack of respect to the doctrines of the Church and for “his hypocrisy …and the falsehood of his heart” (Sander 98).  This being reference to Henry divorcing Katherine Aragon as the wife of his brother and for his relations to Mary Boleyn and Elizabeth Boleyn.

“Whether there was any connexion of a similar kind between Henry and the mother of Anne Boleyn may perhaps still be somewhat doubtful.  The king, on one occasion, denied that there had been any such intercourse, thereby tacitly admitting the other charge” (Pocock xxxviii).

Whatever the truth concerning the matter of Lady Boleyn and Henry VIII, Pocock believed that Sander overreached himself in his eagerness to defame Elizabeth Regina.  He does later find more charity with Sander and states that Sander truly believed the information he had been given (Pocock xli).    Below is the document dated March 1533, in which a priest named Thomas Jackson was charged with having stated that the King had committed adultery with Anne and Elizabeth Boleyn. It was reported by Sander and later reproduced by Pocock, titled, “Number CCCXXIX.”

married her whom he kept afore and her mother also, upon
which words we presented the said preiset unto the sheriff
aforesaid, upon which presentment the said preist was
attached with all his goods, and the said John Kepar
and Brian Banke were by the said sheriff made to bind
themselves ot come hither and present the same to the
king’s grace counsel; which they have now done, most
meekly desiring to be at your pleasure demitted, for
they be poor men, and to lye long here should be to them
great hindrance.

“That the report of such intercourse spread during the first year of the marriage is plain from the document Number CCCXXIX, and the story must be allowed whatever weight is due to an assertion of a charge in itself improbably, and for the invention f which no adequate reason can be assigned.  Hitherto it has been supposed that Nicholas Sanders was the inventor of the libel; but this document shews that the report existed at least half a century before Sanders’ book, ‘De Schismate,’ was published.  It was, of course easy to magnify the particulars of such a story till it grew to the dimensions of Anne being the king’s own daughter” (Pocock xxxix).  Sander declared that “Henry had sinned with the mother of Anne Boleyn. And there was therefore, that relationship between them which subsists between parent and child.  It is never lawful for a father to marry his own daughter” (Sander 99).

Pocock told how Sander had acquired the tale from a book about the life of Sir Thomas More by Rastell and had never checked the facts.  “That Anne could be the king’s daughter by lady Boleyn is easily shewn to be impossible from considerations of time and circumstance” (Pocock xxxix).  Although Pocock never relays to us the proof of this, he does give Sander some slack due to the wording of the dispensation that Cranmer had petitioned from the Pope to allow Henry to marry Anne.  Cranmer had to cover every possible point and we are cautioned not to place too much stress “on Cranmer’s assertion, that the affinity supposed to be contracted by illicit intercourse of a man with his wife’s sister, daughter, or mother.”  Specifics would not even be that necessary as Cannon Law “being express upon this subject: Secundum canones etiam per coitum fornicarium et incestuosum contrahitur affinitas.”  Pocock assures us that the details of Cranmer’s request are “veiled in the decent obscurity of a dead language” (Pocock xxxix-xl).

This blogger is upset with herself for spending too much time and energy on these rumors but they do illustrate the lengths people went to defame Anne Boleyn.  Now we come to the crux of Sander’s argument.

Henry was deemed as shameless and Sander was astounded by the “hypocrisy and the rashness and lewdness of one man” but marveled the more at the fact that “multitudes of men should endure patiently, not their own lewdness, but that of another—not only endure it patiently, but respect it, praise and honour it so far as to build upon it their belief, their hope and salvation” (Sander 99-100).

He exclaimed that “Now, all English Protestants, honour the incestuous marriage of Henry and Anne Boleyn as the well-spring of their gospel, the mother of their Church, and the source of their belief” (Sander 100).  The religious issue was never far behind the personal and the political.  Pope Clement VII had officially declared that Henry had by “de facto married one Anne, contrary to Our commandments, and in contempt of Our prohibitions contained in Our letter in forma Brevis, thereby temerariously disturbing the due course of law; the marriage contracted by the aforesaid Henry and Anne all manifest and notorious deeds to be what they are and were, null and unjust and contrary to law” (Lilly 350).  For further measure, Clement declared “by the same sentence that the children, born or to be born of that marriage, are and always have been bastards” (Lilly 351).

As mentioned, politics wrapped itself in the religious and personal lives of the Tudor Era and the Pope saw fit to “deal gently and mercifully with the said Henry.” He gave Henry over a year to comply with the orders to repudiate Anne and reinstate Catherine or face excommunication.  The Pope could not afford to alienate Henry and was hoping for a reprieve to allow matters to resolve themselves and thus not offend Charles, Holy Roman Emperor, nephew of Catherine of Aragon.  That fascinating angle to this topic will not be addressed here. Thus, Catholic Sander was convinced that “this marriage opened a door to every heresy and to every sin” which eventually brought her downfall (Sander 101).

Henry Carey, Lord Hunsdon was born 4 March 1526 to Mary Boleyn and William Carey who married on 4 February 1520.  Mary was the eldest daughter of Thomas Boleyn, 1st Earl of Wiltshire and Lady Elizabeth Howard, eldest daughter of Thomas Howard, 2nd Duke of Norfolk. Mary was the sister to Anne Boleyn, second wife to Henry VIII.

Mary Boleyn, was born most likely at Blickling Hall and reared at Hever Castle; with no evidence of an exact date for her birth most historians place it in the year 1499. Mary, tutored at home along with her siblings George and Anne, received a conventional education until 1514.  Her father arranged for her to become a maid-of-honor to Mary Tudor, sister to Henry VIII, who was soon to become the bride of King Louis XII of France. Mary Tudor was widowed shortly after her wedding and returned home. Mary Boleyn’s reputation through generations has implied affairs with French courtiers and even the new King of France Francis I.  Mary Boleyn became a maid-of-honor to Catherine of Aragon and shortly after wed Sir William Carey.  It was believed that she began an affair with King Henry around this time.  This was not a publicized liaison but the evidence is difficult to shift through.  Was the relationship not well-known at the time or was it suppressed later?  After Henry VIII had discarded Catherine due to the rise in his conscience of marrying the wife of his brother (against scripture Leviticus 20:21), could he have destroyed all evidence of an affair once he became determined to marry Anne?  If he had fathered children by Mary, would he also have repressed those facts?

Evidence is strong that Henry VIII did have an affair with Mary Boleyn.  Paul Friedmann relays that Dr. Ortiz, the Spanish theologian sent to Rome to assist the cause of Catherine of Aragon, “wrote to the empress, ‘that some time ago he [Henry] sent to ask his holiness for a dispensation to marry her, notwithstanding the affinity between them on account of his having committed adultery with her sister.’ In 1529 Charles V had already heard of the matter. Charles declared that Henry’s conscientious scruples did not seem to be justified, especially ‘if it were true, as his said Majesty had heard (although he himself would not positively affirm it), that the said king had kept company with the sister of her whom he now, it was stated, wanted to marry.’ In 1532, Eustache Chapuis speaks of the former adultery of Henry with Mary Boleyn as a well-known fact of which there can be no doubt. ‘Even if,’ he writes, ‘he could separate from the queen, he could not have her [Anne], for he has had to do with her sister.’ Such, in the main, are the arguments for the opinion that Mary Carey had been the mistress of Henry” (Friedmann 325-327).

Of course, there is the famous incident of Sir George Throgmorton speaking to the king of the rumor that Henry had improper relations with Anne’s mother and sister, and “Henry replied, ‘Never with the mother;’ and Cromwell, who was present, added, ‘Nor with the sister either.’” (Friedman 326).  Could even Henry VIII have been such a hypocrite to justify marriage to Anne Boleyn after he had discarded Catherine of Aragon for being the wife of his brother? One must remember, Henry desperately wanted to marry Anne.

Another rumor passed down through the centuries is that Henry Carey was the natural son of Henry VIII.  If this were true, would the king have recognized the boy as such?  After all, Henry had acknowledged Henry FitzRoy, the child he had with Elizabeth Blount, and rewarded him accordingly. The difference is the king did not want to marry Elizabeth Blount’s sister.  Would measures have been taken at the time to suppress the truth?  Even if Henry had acknowledged Mary’s child, would he have disposed of all official records two to three years later when he became infatuated with Anne?

Allison Weir is adamant that Henry did not father Mary Boleyn Carey’s child (Weir Lady in the Tower 309-310). This blogger also wonders if Anne would have obligingly taken the wardship of Henry Carey when William Carey died if she thought he could be a threat to her own children as an illegitimate son to the king?  Very few contemporary sources mention this possibility.  John Haile*, vicar of Isleworth, wrote on April 20, 1535, that Morever, Mr. Skydmore dyd show to me yongge Master Care, saying that he was our suffren Lord the Kynge’s son by our suffren Lady the Qwyen’s syster, whom the Qwyen’s grace might not suffer to be yn the Cowrte” (Hoskins).

Mary’s disgrace came in 1534 when she secretly married a soldier, William Stafford.  As a second son of a modestly wealthy landowner, William’s prospects were not great. Queen Anne was furious and banished her sister from Court.  After her siblings were executed in 1536, her parents died within a short time period.  As sole heir Mary then inherited some family property.  She lived comfortably and quietly until her death in July of 1543.

When William Carey died of the sweating sickness 23 June 1528, Anne Bolyen was granted Henry’s wardship. He benefited enormously as Anne had him educated by “Nicholas Bourbon, a French humanist and other prominent educators” (Warnicke 148).  This patronage came to an end when Anne was executed in May of 1536; Henry was ten years old. 

Anne Morgan, the daughter of Sir Thomas Morgan and Anne Whitney, was his bride on 21 May 1545.  The couple would eventually have 12 children. In 1547, Henry was elected as a member of Parliament for Buckingham where he served for many years.  During the reign of Edward VI, he received several manors to provide a living for him and his family.  Soon after the accession of Elizabeth Regina, Henry received a knighthood (his wife was appointed as a Lady of the Privy Chamber) and was elevated to the peerage by letters patent, as Baron Hunsdon. Along with the peerage was a grant of the estate of Hunsdon in Hertfordshire and a pension of £4,000 a year “(according to the valuation in that age) in fair desmesnes, parks, and lands lying about it” (Fuller 47).

*John Haile was one of the first priests to die as a result of the Act of Supremacy (not acknowledging Henry VIII as Head of the Church).  He, along with several others, was hanged, drawn and quartered at Tyburn on 4 May 1535. Haile was beatified by Pope Leo XIII in 1886.

Rest in Peace

It is not the purpose here to debate whether or not a person can be completely prepared for death when it comes.  Each person’s preparation must be unique and based on his or her views and life-choices.  This preparation is most often done in private, but what if the person is a public figure—a sovereign? Now the natural process of death becomes a public experience. The deaths of both Henry VII and Elizabeth Regina were witnessed by a multiple people and recorded as part of the historic chronicle.  Their foibles and quirks exposed and also their immense courage.

Henry VII’s health was never robust and after he suffered the deaths of his son Arthur and his Queen, Elizabeth of York, in childbirth along with the baby he became more delicate and more frequently experienced bouts of ill-health.  The Spanish ambassador, Pedro de Ayala, declared in a letter to Ferdinand and Isabella that “the king looks old for his years, but young for the sorrowful life he has led” (Bergenroth 178).

In early March of 1509 Henry became unwell at Hanworth, about six miles from Richmond to where he ordered the Court to move.  By early April he was unable to eat and struggled for breath.  Some historians believe he suffered from quinsy, complications to tonsillitis.  Henry “lay amid mounds of pillows, cushions and bolsters” throughout the month of April (Penn 339).

Henry’s deathbed illness is not well-documented by narrative although we know several men who attended based on the scene depicted by Garter Herald Thomas Wroithesly.  There are 14 figures placed around the bed with three doctors identified by occupation by the flasks in their hands including Giovanni Battista Boerio and two clerics, including Thomas Wosley. The other nine had their coats-of-arms painted above their heads; they were Bishop Richard Fox, Lord George Hastings, Richard Weston, Richard Clement, Sir Matthew Baker, John Sharp, William Tyler, Hugh Denys and William Fitzwilliam.

Henry lingered for some days until “having lived two and fifty years, and thereof reigned three and twenty years, and eight months, being in perfect memory, and in a most blessed mind, in a great calm of a consuming sickness passed to a better world, the two and twentieth of April 1509, at his palace of Richmond, which himself had built” (Bacon and Lumby 211).  Most of his Court was residing there and upon his death ministers went to great lengths (those maneuverings could fill another blog entry) to keep his death secret or at least unannounced, as they worked to decide who should control the realm.  Although the transfer of power was not immediate or completely smooth, enough preparations were in place for councilors to solidify their positions and to rally around the 17-year-old Henry VIII, securing the Tudor dynasty. John Fisher, Bishop of Rochester, assured the kingdom that Henry had handed over the throne to his son by  “wisely consyderynge this noble prynce ordred hymselfe therafter, let call for his sone the kynge that now is our governour. He called unto hym and gave hym faderly and godly exhortacion, commyttynge unto him the laborious governaunce of this realme…” (Fisher 285-86).

Henry’s will was published, luckily, in 1775 by Thomas Astle as the original is severely damaged. Only a small section of it remains.  The will is dated for March 31, 1509, three weeks before the King’s death. Scholars are sure that the will was written in real-time as the place, location and the date were written continuously with the main body of the text indicating that they were not placed in separately (Condon 107).

The document “captures the king’s authentic voice” and the overall tone is one of contrition and remorse”  (Condon 103).  Henry VII greatly repented during his final days. Some observers wondered if he felt remorse at the stringent economic measures that were instituted during his rule. Henry requested that his Executors listen to complaints “And in caas by suche examinacion it can be founde, that the complaint be made of a grounded cause … we wol then that as the caas shall require, he and thei bee restored and recompensed by our said Executours, of such our redy money and juelx as then shall remayne…” (Henry VII 12).  Here was a man conscious of the financial hardships he imposed on many of his subjects.

Perhaps, as his life drew to a close, he realized money was not the answer to all life’s questions or he was fearful of eternal punishment.  Whichever reason, he wanted to ensure that “also if any psone of what degree foevir he bee, shewe by way of complainte to our Executours, any wrong to have been doon to hym, by us, oure commaundement, occasion or meane, or that we helde any goodes or lands which of right ought to apperteigne unto hym; we wol that every such complainte, be spedely, tenderly and effectually herde, and the matier duely and indifferently examyned…” (Henry VII 11).

Besides the King’s preoccupation with righting possible wrongs, the other main provisions of his will were to complete the Lady Chapel, build the Savoy hospital and complete King’s College, Cambridge.  Added were the stipulation for alms to be given between the time of his death and burial…” (Condon 104).  Contemporaries believed that he was “a great almsgiver in secret; which shewed, that his works in public were dedicated rather to God’s glory than his own” (Bacon and Lumby 212).  Furthermore, he gained praise for granting a general pardon for less Earthly rewards “expecting a second coronation in a better kingdom” (Bacon and Lumby 211).  To ensure he covered all his bases, Henry stipulated for a “continual and continued edifice of prayer” for his soul (Condon 104).

Edward Hall was confident that, because of Henry’s “noble acts and prudent policies”, when he died “he has the sure fruition of the godhead, and the joy that is prepared for such as shall sit on the right hand of our savior, for ever world without end” (Loades 97). Although as previously mentioned, Henry appeared repentant, perhaps he was fearful of final judgment for evidence of his religious devotion in his final days included hearing several Masses a day and taking the sacrament when “he was of that feblenes that he might not receive it again”, saying confession and kissing the crucifix “not the selfe place where the blessed body of our lorde was conteyned, but the lowest parte of the fote of the monstraunt, that all that stode aboute hym scarsly might conteyn them from teres and wepyng” (Fisher 274).

Henry’s concern was reflected in the Reverend John Fisher’s funeral sermon in which he claimed that, while awaiting his death, Henry “was not without drede” in the face of God’s judgment even though he received “sacraments of crystes chyrche whiche with full grete devocyon…” (Fisher 277).

After his death 22 April, the ex-king’s body was laid in state at Richmond until 9 May when it was taken by barge as far as London Bridge.  From here the casket was processed, in a carriage drawn by horses draped in black velvet, to St. Paul’s Cathedral on 10 May.  Atop the coffin was a life-sized effigy worked from Henry’s death mask and draped in parliamentary robes with the scepter and orb.  Heraldic banners and flags displaying Henry’s titles and dominions decorated the hearse and route.  Inside St. Paul’s, the coffin was laid at the high altar where a Mass for the dead was sung and a vigil kept throughout the night.  The funeral service was held on 11 May with the sermon given by Bishop Fisher.  Margaret Beaufort, Henry’s mother, was so pleased with the sermon she ordered it to be printed and distributed around the country.

From St. Paul’s the body was again taken in procession, this time to Westminster Abbey for burial to join Queen Elizabeth of York who was already laid to rest there.  Several more Masses were sung with the requiem led by Archbishop of Canterbury William Warham.  Once the services were completed, the body was interred at Henry’s stipulation “in the Chapell where our said graunt Dame laye buried, the which Chapell we have begoune to buylde of newe, in the honour of our blessed Lady” (Henry VII 4).  The ex-king’s household officers broke their staves of office and threw them in the tomb before it was sealed.

Posthumous reflections stressed the final days of Henry’s life when he showed remorse for some of his administrative policies.  Bishop Fisher revealed that worldly pleasures brought Henry unease that “al his goodly houses so rychely dekte & appareyled, his walles & galaryes of grete pleasure, his gardyns large … were paynfull to hym” (Fisher 278).  Not to be outdone, Bacon let us know that he was “born at Pembroke castle, and lieth buried at Westminster, in one of the stateliest and daintiest monuments of Europe, both for the chapel, and for the sepulcher.  So that he dwelleth more richly dead, in the monument of his tomb, than he did alive in Richmond, or any of his palaces” (Bacon and Lumby 221).

From the onset, there was going to be no doubt who was the benefactor of the building of the Chapel; starting at the gates the King’s arms, badges, emblems would be shown and repeated throughout the chapel (Condon 64). Pietro Torrigiano was commissioned in 1512 to create Henry VII’s tomb. Seven years later the chapel was completed.

His tomb was in the place of honor as his will decreed “And we wol that our Towmbe bee in the myddes of the same Chapell, before the High Aultier…” (Henry VII 4).  Yet, despite imploring his Executors to “full and entrie perfourmyng and executing of this our present Wille, and every thing conteyned in the same,” the tomb was moved to the side (Henry VII 27).  Henry VIII moved it behind the altar, “reserving the more prominent space for his own tomb…” (Penn 377).

As things in life do happen, Henry VII’s son was not buried at Westminster in the carefully planned testimonial to the Tudor dynasty but his granddaughter, Elizabeth Regina, famously was.

Like her grandfather, Elizabeth grew depressed after the deaths of several people close to her: the Earl of Essex’s execution was a severe blow; the deaths of several of her women, Lady Peyton, Lady Skolt, Lady Heyward and in late February 1603 her cousin Katherine, Countess of Nottingham, granddaughter of her aunt Mary Boleyn and one of her closest attendants.

Her melancholy increased causing attendants (and later historians) to speculate upon the continual causes.  Was it the political losses in Ireland?  Was it the neglect of Courtiers who were lined up to offer services to James VI of Scotland? Was it the physical ailments which curtailed her activities such as riding and hunting? Was it the deaths of many from her council members? Was it the care and worry of the kingdom?  Was it insomnia?

Elizabeth had caught cold in early January which had turned to bronchitis.  On January 21 the Court moved to Richmond. The records we have from this time period are pretty extensive from contemporaries’ writings.  William Camden was given the Queen’s Rolls, Memorials and Records by William Cecil to use in compiling an historical account of the reign of Queen Elizabeth.  He wanted to do her justice, he wanted to obey Cecil and he wanted to tell the truth as he attested on the third page of ‘The Author to the Reader’ note.  A noble ambition and one that is hard to argue against.  We have from him that in the beginning of Elizabeth’s illness the “Almonds in her Throat swelled, and soon abated again; then her Appetite failed by degrees; and withal she gave herself over wholly to Melancholy, and seemed to be much troubled with a peculiar Grief for some Reason or other” (Camden 659).

Her godson, John Harington, tried to cheer her up with verses and light-hearted talk but, according to a letter he sent his wife, Elizabeth told him, “When thou dost feel creeping Time at thy gate, these fooleries will please thee less; I am past my relish for such matters; thou seest my bodily meet doth not suit me well; I have eaten but one ill-tasted cake since yesternight” (Sitwell 453).

Her kinsman, Robert Carey, the son of her cousin Lord Hunsdon, also visited her at Richmond and he found her “in one of her withdrawing chambers, sitting low upon her cushions.  After greetings he wished her in health and she said ‘No, Robin, I am not well’; and then discoursed with me of the indisposition; and that her heart had been sad and heavy for ten or twelve days; and in her discourse she fetched not so few as forty or fifty great sighs.  I was grieved at the first to see her in this plight; for in all my lifetime I never knew her to fetch a sigh, but when the Queen of Scots was beheaded” (Carey 116).  Carey continued that “I used the best words I could to persuade her from this melancholy humour but I found by her it was too deep rooted in her heart and hardly to be removed” (Aikin 523).

Carey reported that in late-March on a Sunday Elizabeth had expressed her wish to go to chapel in her closet but she could not make it.  Cushions were laid for her on the floor near the closet door and she listened to services from there. “From that day forward she grew worse and worse.  She remained upon her cushions four days and nights at the least.  All about her could not persuade her either to take any sustenance or go to bed….” (Carey 119).  Her coronation ring had to be cut off of her finger as it had grown into the flesh—perhaps hard for her to accept as she had always prided herself in her long, tapered fingers.  The removal of the ring “was taken as a sad Omen, as if it portended that her Marriage with the Kingdome, contracted by the Ring, would now be dissolved” (Camden 659).

Some reported that she was losing her mental faculties but John Nichols assured that  “there was no such matter; only she held an obstinate silence for the most part, because she had a persuasion, that if she once lay down she should never rise; could not be got to go to bed in a whole week” (Nichols 604). She did not speak for several days “sitting sometimes with hir eye fixed upon one object many howres together, yet shee always had hir perfect senses and memory” (Manningham 146).

The Queen would take no medicines, but she would not go to bed to die either.  Maybe we could say it was another example of her trying to see both sides of an issue, trying to compromise, or simply trying to wait-out the events.

He was successful yet all knew “there was no hope of her recovery, because she refused all remedies” (Aikin 524).  Not long after, she had herself pulled to her feet and stood for 15 hours before returning to her cushions.  Elizabeth was fighting death with her usual tenacity.

The Venetian Ambassador, Giovanni Scaramelli said she had rallied a little 21 March.  Most speculate it was after the abscess in her throat burst allowing for her to feel better for a while.  Around this time there occurred the famous incident involving Robert Cecil.  He approached the Queen and said “Madam, to content the people you must go to bed” and the Queen rebuked him with “Little man, little man, the word must is not to be used to princes” (Perry The Word of a Prince 317).

Carey provided that “on Wednesday the 23rd of March she grew speechless” (Aikin 524).  John Manningham, a diarist and lawyer, went to Richmond Palace on that date after the rumors of Elizabeth’s health had reached London and even stories that she was already dead.  He was acquainted with Dr. Henry Parry, Bishop of Gloucester and Elizabeth’s favorite chaplain.  Manningham dined in the privy chamber with Dr. Parry and several others learning about the Queen’s illness how “for a fortnight she had been overwhelmed with melancholy, sitting for hours with eyes fixed upon one object, unable to sleep, refusing food and medicine, and …still retained her faculties and memory” (Manningham 14).

When it appeared as if there would be no recovery, the councilors became anxious to officially secure the succession.  Therefore, when she was asked if James VI of Scotland would be her heir, she made a gesture that was taken as assent.  Many witnesses relayed with drama that she placed her hands above her head in the shape of a crown, others that she merely motioned with her hand agreement.  Regardless of the true action, the movement was taken as her sanction and preparations were made for the ascension of James Stuart. Unlike her grandfather, she left no will.  Her treasury was intact and her possessions available for James to inherit as he would her throne.

During her final days Dr. Parry, her chaplain, administered to her when she “tooke great delight in hearing prayers, would often at the name of Jesus lift up hir hands and eyes to Heaven” (Manningham 146).

The Archbishop of Canterbury, John Whitgift, came at about six in the evening of the 23March to pray with her.  He knelt at Elizabeth’s bedside and prayed until he became sore and tired and when he “blessed her, and meant to rise and leave her” she gave indication that she wanted him to continue.  He did so with “earnest cries to God for her soul’s health, which he uttered with that fervency of spirit, as the Queen to all our sight much rejoiced thereat, and gave testimony to us all of her Christian and comfortable end” (Carey 122).  The Archbishop stayed quite late until everyone but a few of her women and, according to some reports, Dr. Parry departed.

She died between two and three in the morning of Thursday March 24, 1603. Manningham recorded Dr. Parry’s words when he made the death announcement.  “This morning about three at clocke, hir Majestie departed this lyfe, mildly like a lambe, easily like a ripe apple from the tree”(Manningham 146).  He continued that Dr. Parry reported he “sent his prayers before hir soule” … and concluded that he, Manningham, “doubt not but shee is amongst the royall saints in Heaven in enternall joyes” (Manningham 147).

Upon her death, Elizabeth’s body was tended at Richmond Palace by her ladies, specifically Anne Russell, Countess of Warwick, and Helena Snakenborg, Marchioness of Northampton.  Five days later, at night, it was taken along the river in a black-draped barge to Whitehall.  There it lay in State in a withdrawing chamber attended continuously by lords and ladies of the Court.  Many days later, the body was moved to Westminster Hall to await the King’s orders for the funeral.

The funeral was held 28 April 1603.  Elizabeth’s body was processed to Westminster Abbey.  Four horses, hung in black velvet, pulled a hearse carrying the coffin which was covered in purple velvet upon which lay the life-sized wax effigy—remade in 1760.  Although spectacularly covered in Parliamentary robes, holding the scepter and orb, no hint of Elizabeth’s carefully controlled image of Gloriana remained in the true-to-life likeness from the death mask. When the effigy was seen by the tens of thousands of people along the procession route, it was responded to as emotionally as if it were the Queen in life.  John Stowe who attended the funeral left this description of “all sorts of people in their streets, houses, windows, leads and gutters, that came to see the obsequy, and when they beheld her statue lying upon the coffin, there was such a general sighing, groaning and weeping as the like hath not been seen or known in the memory of man” (“History”).  Even Scaramelli, the Venetian Ambassador thought the effigy was depicted “so faithfully she semmes alive” (Doran 249).

The funeral was organized by Robert Cecil with an estimated cost ranging between £11,305 to £25,000 (in 2010 values that would be £30,800,000 to £68,100,000*) a remarkable sum (Doran 248-249).

The impressive procession of nobles (six earls in no less, in mourning dress, supported the canopy of estate under which was the coffin) with councilors, clerics, courtiers, heralds, gentlemen, servants and 276 poor people filed behind.  Over a thousand people took their place with the peeresses of the realm, who were led by the chief mourner the Marchioness of Northampton.  Archbishop Whitgift officiated at the service which saw the interment of Elizabeth under the main altar of the chapel of her grandfather, Henry VII.  Following tradition her officers broke their staves and threw them atop the coffin before the tomb was sealed.

Three years later, Elizabeth’s body was relocated, along with her sister Mary’s to a chapel James I had created on the north aisle. This blogger had contacted Westminster Abbey to confirm via primary source evidence that Elizabeth was first buried in Henry VII’s tomb.  Miss Christine Reynolds, Assistant Keeper of Muniments, verified that there is a document in the Abbey archives, reference W. A. M. 33659 of 1605-06,  that authorized the removal of the Queen’s body from Henry VII’s vault to the present tomb. The effigy of the newer monument was sculptured by Maximilian Colt and painted by John de Critz according to some reports it too was worked from the death mask at a cost of £1485 (£4,040,000 in 2010 values*).

The Latin inscription on her tomb would have pleased her.  Below is a portion of it translated:
“Mother of her country, a nursing-mother to religion and all liberal sciences, skilled in many languages, adorned with excellent endowments both of body and mind, and excellent for princely virtues beyond her sex” (“History”).

Elizabeth had gained the love and devotion of her people and had ruled with great popularity.  William Camden’s biography was to prove prophetic when he said: “No Oblivion shall ever bury the Glory of her Name: for her happy and renowned Memory still liveth, and shall for ever live in the Minds of men to all Posterity” (Camden 661).

Once the proclamation was made for James I, the crowds were not exuberant as “sorrowe for hir Majesties departure was soe deep in many hearts they could not soe suddenly showe anie great joy” (Manningham 147).

That sorrow manifested itself 10 years later in comments made by Edward Hall.  “Such was the sweetness of her government and such the fear of misery in her loss, that many worthy Christians desired that their eyes be closed before hers” (Aikin 529).

It was the “new men and new manners brought in by James I served to teach the nation more highly to appreciate all that it had enjoyed under his illustrious predecessor…” and the “despicable weakness of her successor caused her decease to be regretted and deplored” (Aikin 529).

Many people saw the significance of her death date with William Camdon explaining:  “On the 24 of March, being the Eve of the Annunciation of the Blessed Virgin, she (who was born on the Eve of the Nativity of the same Blessed Virgin) was called out of the Prison of her earthly Body to enjoy an everlasting Country in Heaven, peaceably and quietly leaving this Life after that happy manner of Departure… having reigned 44 Years, 4 Months, and in the seventieth Year of her Age; to which no King of England ever attained before” (Camdon 661).

Connections and service, be they within personal or formal relationships, create loyalty.  Loyalty which can be demonstrated in many ways.  Both Henry VII and Elizabeth Regina developed heightened abilities in sensing gifted allies to serve them.  Perhaps the skills were honed during their times of confinement (Henry in Brittany and Elizabeth at Hatfield) or they were innate.  Regardless, each surrounded themselves with talented, loyal councilors. 

Henry knew that if England was to recover and the throne was to become stable, the War of the Roses would have to end and healing would have to take place.  What was required now was for the king to be resolute and to act with “judicious mercy, the mercy of head not heart.”  Henry VII was to display clemency and firmness by his “reluctance to proceed to extremes and his readiness to accept old enemies into the fold.”  Actions which “display his determination to show that the wars were over” (Elton 16).

Henry not only utilized Lancastrian loyalists, gentry from his native Wales, and fellow exiles, he also incorporated the Yorkist faction in his new government.  He knew he must not further antagonize the opposition.  Therefore, he pardoned men who had fought at Bosworth against him, and allowed them to enter government positions, even granting them property, if they took the oath of allegiance.  He approached the many Woodville Yorkists cautiously as he did not want to be indebted to them nor to give the impression he reigned in any name but his own– meaning he did not want to appear to have need of Elizabeth of York’s family ties to strengthen his claim. “As a new man, Henry had to secure his place.  He did this by a compromsing approach” (Bacon and Weinberger 238).

Henry had little knowledge of England and its government workings as he had been in exile for so many of his formative years.  He was even unprepared for the responsibilities and life of a king. He thus relied heavily on the associates of his youth and those men who had joined him in exile along with many advisors from his mother’s household.

Henry and his mother, Margaret Beaufort, recognized the need for experienced men to provide council.  Therefore, her household became a basis for Henry to draw officials from such as Christopher Urswick and Reginald Bray.  Many of his contemporaries recognized that service his mother could easily lead to a royal appointment.  Henry viewed service to his mother almost as those who served him “during his period of exile, as a debt of honour” (Jones 80).

Needing men of experience also meant he had to appoint those who had been in England and not exiled—people familiar with the ways of England.  Therefore, a mix of noblemen, gentry, lawyers and clerics were used to comprise Henry VII’s Council (Loades 30).  Henry did not want to give too much power to the men with governmental experience. He kept the nobles contained and “chose rather to advance clergymen and lawyers, which were more obsequious to him…” (Bacon and Lumby 217). These men recognized for their talents were more grateful to the king.

Henry was adamant about allegiance and service.  The men he appointed were “loyal and ardent servants of an exacting but worthy master” (Elton 17).  Despite his harshness, “Henry showed himself capable of attracting men to his side and retaining their loyalty…”  (Griffiths 168).

“Like all his family he had an uncanny gift for picking men to serve him, and not even the great Elizabeth surrounded herself with a brighter galaxy of first-rate ministers than did her grandfather” (Elton 17). “Henry became practiced in awarding empty honours and rewards to the deserving, which gratified the receivers and heightened their loyalty to him without increasing their actual strength” (Ross 19). Minor merchants or officials who had helped him in one way or another were rewarded as well—prudently. Henry was not a man to throw money around and, although he was generous, it was not beyond his means or beyond what was suitable. e rewarded people who had served his father and other Welsh followers, had helped his mother and even those who had served his revered uncle, Henry VI. (Griffiths 175). 

Machiavelli wrote that a prince should be feared over loved although it would be ideal to be able to be both. In Henry VII’s case it appears as if he did not manage fear and love.  Down the ages we have Edmund Dudley’s treatise, Tree of the Common Wealth, written in defense of absolute monarchy as applied to Henry VI.  Dudley defended Henry’s actions (and maybe reflecting Henry’s views) by stating that if the King was lenient to his subjects “in all cases let them … psume to take it of theire owne authoritie, for then it will surelie choke them” (Dudley 28). 

Henry did set the path for his administration although Bacon proclaimed that Cardinal Morton and Sir Reginald Bray not only reflected Henry’s views but “did temper them” (Bacon 214).  Whereas Empson and Dudley, middle-ranking servants who rose to prominence by being men who “best content the king” (Penn 33), did not moderate his policies, especially financial, “but shaped his way to those extremities, for which himself was touched with remorse at his death….” (Bacon 214).

It is well-known that many of Henry’s financial practices were disliked by his people.  Bacon proclaimed that ” of the three affections which naturally tie the hearts of the subjects to their sovereigns, love, fear, and reverence; he had the last in height, the second in good measure, and so little of the first, as he was beholden to the other two” (Bacon and Lumby 218). Financial acts were not popular with anyone but the benefits of his stable rule, his courts of law and justice did benefit everyone and they knew it too.

By implying to the people that civil war would happen if they lost him, Henry maintained stability.  Another method he consciously employed to control his ministers was in the journal he kept of his thoughts. It included notes he wrote while in conversation with ministers, diplomats and advisors about whom to reward and whom to watch—this was similar to his granddaughter.  Elizabeth Regina kept mental notes of conversations and events she engaged in with her ministers to utilize if necessary in future dealings.

Elizabeth “kept her advisers off balance and perpetually astonished them by the range and mutability of her passions.  Beyond this, they came to know that, with Elizabeth, nothing was ever what it seemed.  Beneath her surface emotions were layer upon calculating layer of secondary reactions, ploys and schemes” (Erickson 173). She enjoyed laying traps for her ministers, throwing back at them their own words.  Yet, they were devoted to her, perhaps because of her political, intellectual and interpersonal skills.  An example could be from the way she handled the ex-ministers of Mary’s reign.  Elizabeth greatly reduced the number of advisors and assured those that had served Mary that they were not retained because she wanted a smaller group to make it more manageable and less open to faction, not because of any deficit on their part (Neale 55).

Battles for Court positions were based on “loosely structured groups focusing on family, household, and master-servant connections…” (Warnicke 135).   Some men were ambitious seeking power and money, others were honored to serve.  Or, as Mervyn James has shown, “the ties of blood were liable to assert themselves with a particular power” (James 325). 

As Queen, Elizabeth did not forget those who were still alive and had served her mother, Anne Boleyn. William Barlow was created Bishop of Chichester; William Latymer, became Dean of Peterborough under Elizabeth and author of Chronickle of Anne Bulleyne; and Matthew Parker appointed Archbishop of Canterbury.  Parker had been chaplain to Anne Boleyn.  Although he did not want to take the Archbishopric, he did so based on a promise he had made to Anne shortly before her death to watch out for the spiritual needs of her daughter.

Like her grandfather, Elizabeth kept her beloved servants of her childhood and youth.  She knew the Privy Council, the body that held up the authority of the Crown and was key to forming royal policy, should be conciliatory to the previous reign and diverse.  In respect to the first consideration, Elizabeth retained 10 ministers from Mary’s reign. Taking a page from her grandfather, she kept members of the opposing faction in her council. Whereas his were Lancaster and York, hers were Catholic (Marian) and Protestant (Elizabethan). 

For diversity, as did Henry, she promoted gifted men of the professions, many who had never held high office before, while keeping a balance of nobles and clergy.  Her main criteria appeared to be efficiency, talent and loyalty.  She wanted advisors who would give good counsel and ones she could trust.

At the beginning of her reign, Elizabeth proclaimed “I mean to direct all my actions by good advice and counsel” (Marcus 52).  I believe this does not mean she meant to bend to the will of her ministers.  She had received a humanist education similar to many of her advisors and she knew she ruled.  In her speech to her councilors shortly before her Coronation she assured them she would take advice from them and knew what a good team they would all be: “I with my ruling and you with your service may make a good account to almighty God…” (Marcus 52).

Personal relationships between monarchs and their council members were a big part of the appointments more than just political views—thus the factions that could emerge and the debates. Lord Burghley helped set the tone for the Privy Council as reported by Francis Peck: “He would never deliver his opinion in council, but when he might freely debate it” (Peck 43). 

Elizabeth did permit differences of opinion and allowed council members to make comments. She respected independent thought (look at the type of men she appointed).  Her council became more fiery and diverse in later years (especially the final 15 years of her rule as many of the early advisors died) but this conciliatory, initial one proved effective and wise under the leadership of the experienced William Cecil.  While teaching Elizabeth the art of statecraft, Cecil devoted himself to her, England and the Protestant cause. Once when he offered to resign after a disagreement, he requested that he be able to “serve her Majesty elsewhere, be it in kitchen or garden” (Brimacombe 63). 

She did consult her advisors but she also knew her own mind.  One has to give her credit for appointing such able councilors.  Yet, how did she hold their loyalty?  Similarly to her grandfather, she did not give excessive rewards, she was often harsh, she could be unkind, yet they were devoted to her. She had courage, subtlety, intelligence and charisma.  

Elizabeth loved a crowd and performed well in front of one.  She always had a rejoinder for the comments made by the people when she was out in public.  She seemed friendly and approachable while still retaining her dignity. Throughout her entire reign, when she went on progress the countryside filled with people eager to catch a glimpse of her on the road.  This was devotion above and beyond fear of majesty and her relatively tolerant rule. “When she smiles, it was a pure sunshine that everyone did choose to bask in if they could” said Sir John Harington (Hibbert 117).

John Hayward, a contemporary, wrote of her entry into London and her first few weeks as queen that “if ever any persone had eyther the gift or the stile to winne the hearts of people, it was this Queene; and if ever shee did expresse the same, it was at that present, in coupling mildnesse with majesty as shee did, and in stately stouping to the meanest sort” (Hayward 6).

The feeling was mutual.  She commented to a French diplomat late in her reign concerning her people’s affection that “it seems incredible, and I love them no less, and I can say that I would rather die than see any diminution of it on one side or the other” (Sitwell 75).  As she famously exclaimed in her Golden Speech, “…though God hath raised me high, yet this I count the glory of my Crown, that I have reigned with your loves” (Marcus 337).
